The Instituto Português do Livro e das Bibliotecas, under the umbrella of the Ministry of Culture, is responsible for "determining and ensuring the coordination and execution of an integrated policy for the (non school) book and libraries.

More specifically, the Public Libraries Programme, initiated in 1987, aims at giving technical and financial support to the Local Authorities for the creation of that type of equipment. We describe the means by which that support is granted and the current results of the above mentioned Programme.
