What is the value of public libraries? Analysis of structure and services of basic libraries in Italy. The result of a survey on a sample of about 200 Italian public libraries, spread all over the country in municipalities with less than 70,000 inhabitants, are discussed. The following items are examined: seats, personnel, budget, opening hours; availability of funds, yearly entries of books and audiovisual materials, users, services; relations with local administrations, schools, and other cultural institutions; library statutes. From the collected data, ten indicators are developed concerning issues related to availability, vitality, efficacy and effectiveness, all included under the synthetic indicator of quality.
